It is possible to cheat using a save editor, but that doesn’t mean you have to; what you use it for is up to each user.
I intent to change a quest phase for a Treasure Hunt called "Don’t Play With The Gods", which has bugged — I said nothing about using it for cheating.
Besides, who cares if you can cheat?
It’s not like anyone else would be affected by it, since it’s a single player-only game. ^^
I’d agree with you completely however CDPR does not. They’ve basically said that many of the most common bugs and glitches with the game were most probably caused by players using the Debug Console and therefore not their responsibility and that they had no plans to fix such issues.
Now, I’m sure someone, somewhere, will eventually come up with a save game editor but it’s unlikely. Why? Because CDPR has officially endorsed the NMM and mods on Nexus so they can free themselves from continuing work on their own REDkit. But if such a mod were to come out, CDPR would wash their hands completely from fixing any further issues with the game as they’d be able to use that same excuse for everything else that might go wrong with their game.
I get that you want to resolve that treasure hunt issue but honestly, it’s only a treasure hunt and not crucial to the overal game or the main story whatsoever so hoping or seeking a "manufactured" solution would not be in anyone’s best interest.
Try to load up a checkpoint save from prior to beginning that treasure hunt or just skip it and try to catch it the next playthrough. If you have no intention of ever doing another playthrough, then just skip it. A treasure hunt really isn’t that big a deal, is it?

My profile manager is relatively simple:
Remember to backup your save files. A backup should be created by the program but it is better to be safe than sorry!

How-To:
1. Choose where you want your profiles stored.
2. Choose where your game executable is located.
3. Copy any existing gamesaves into your new profile folder (Existing gamesaves in the default save location will not be altered).

This tool was created by Ronald Hoffman (ScripterRon) and is only for use in the first game, The Witcher.
It lets you modify the attributes and abilities of Geralt. You can also unpack the files contained within a save, manually modify one or more of the files, and then repack the save. Note that you can’t add or delete files, only modify them.

- Attributes (Strength, Dexterity, Stamina and Intelligence selections)
- Signs (Sign selections)
- Styles (Steel and Silver Sword selections)
- Equipment (equipped items and trophy)
- Inventory (items, stack sizes)
- Quests (game quests: Started, Completed, Failed and Not Started)
- Examine Quest button (Shows description of the current quest stage)
There are two editions of this editor. Using the wrong one can result in inventory errors when loading a save because the expanded inventory system is only implemented in the Enhanced Edition.

- The Witcher Enhanced Save Editor is for the Enhanced version.

Troubleshooting
- "Windows cannot find javaw.exe"
The download should provide you with a shortcut, if Java is properly installed it is required of you to right-click the shortcut click properties and in the Target area, add (at the beginning) the full path of the current location of the Java installation and javaw.exe (which should look similar to "C:Program FilesJavajre1.8.0_40injavaw.exe").
- "Unable to locate The Witcher installation directory"
As above, in the shortcut properties target area, add a space after javaw.exe and paste
Edit the area in between the quotation marks to match your own game install location (this change merely tells the program the correct install path for the game).
An example of a properly working target area for both issues and the program requirements should look similar to:
